deserted. It is hoped that suitable land within the 257 hectares of areas under review can be released for
housing development as soon as possible."

- Paragraph 129 of the Policy Address 2014 announced that "North District and Yuen Long have some 257 hectares of
agricultural land mainly used for industrial purposes or temporary storage, or which is deserted. The Government has
identified four sites for planning and engineering studies. According to a preliminary assessment, some sites will be available for housing development as early as 2020."

2015 Policy Address |
- Paragraph 95 of the Policy Address 2015 announced that "To better use agricultural land now mainly used for industrial purposes or temporary storage, or which is deserted, the Government will continue to review a total of about 257 hectares of such sites in North District and Yuen Long with a view to ascertaining the feasibility of and scale for residential development on these sites. In this connection, Kwu Tung South, Yuen Long South and Fanling/Sheung Shui Area 30 have been identified for planning and engineering studies."

2016 Policy Address |
- Paragraph 109 of the Policy Address 2016 stated that "The Government is proceeding in full steam to take forward projects relating to the development of new development areas (NDAs) and the extension of new towns. It is estimated that Kwu Tung North and Fanling North NDAs, Tung Chung New Town Extension, Hung Shui Kiu NDA and Yuen Long South Development can provide over 197 000 units for occupation starting seven years from now."
- Paragraph 117 of the Policy Address 2016 stated that "Aside from land for housing, the Government will also increase the land supply for economic use. All new development plans will take into account people’s housing and employment needs in tandem. The projects regarding Kwu Tung North and Fanling North NDAs, Tung Chung New Town Extension, Hung Shui Kiu NDA and Yuen Long South Development are progressing as scheduled. They will provide over 7.8 million square metres of floor area for commercial or industrial uses and nearly 240 000 employment opportunities in various sectors."

2017 Policy Address |
- Paragraph 96 of the Policy Address 2017 announced that "The Recommended Outline Development Plan for Yuen Long South is being finalised. The project will provide 27 700 flats and 590 000 square metres of industrial and commercial floor area. The first population intake is expected in 10 years."
- Paragraph 121 stated that "The aim of re-organising the land use of brownfield sites and releasing such sites for development is to optimise their use, improve the rural environment and provide suitable land for relevant industries. The priority is to develop areas concentrated with brownfield sites through comprehensive planning by way of large-scale new town development approach. The developments in Hung Shui Kiu, Yuen Long South and Kwu Tung North/ Fanling North NDAs currently underway cover about 340 hectares of brownfield sites. Moreover, the Planning Department will conduct a survey on the distribution and use of all brownfield sites in Hong Kong this year."
- Paragraph 162 stated that "To foster a green community, we will continue to create a “bicycle-friendly” environment in new towns and NDAs. Measures will include providing comprehensive cycle track networks in NDAs under planning, including Hung Shui Kiu and Yuen Long South, to facilitate commuting by bicycles within the districts, as well as extending the cycle track network within the open spaces of the Kai Tak Development Area (KTDA) to about 13 kilometres to link up major attractions."
